Replaces the previous 15 percent above state fee cap with a fixed maximum fee of $120 for electrical inspections, adjusted annually starting January 1, 2021, based on the Denver-Aurora-Lakewood Consumer Price Index.

Allows local governments and qualified state institutions of higher education to impose an additional tiered charge based on project size or valuation of improvements, with a multiplier of up to 8 percent of the base fee.

Prohibits local governments and higher education institutions from imposing or collecting any other fees or charges related to electrical inspections or permits beyond the established maximums.

Permits qualified state institutions of higher education to choose not to require fees as part of the permitting process, but requires them to maintain documented permitting and inspection systems available to the state board for violation investigations.

Takes effect 90 days after final adjournment of the general assembly (August 2, 2019), subject to voter approval if a referendum petition is filed within that period.
