Requires political parties to waive delegate and alternate participation fees upon request, without further inquiry or justification needed from the requesting party.

Prohibits a delegate or alternate's inability to pay fees from preventing their participation in party assemblies.

Mandates political parties notify electors at party caucuses that chosen delegates and alternates are not required to pay any fees or charges to participate in party assemblies.

Exempts major political parties that do not charge any fees from providing the required notification to electors.

Takes effect 90 days after final adjournment of the general assembly (August 2, 2019), subject to potential referendum petition and voter approval in November 2020.
