• Allows registered voters within a library district's service area to vote on whether their trustees should be elected instead of appointed by governmental units.

• Elections must be held during odd-numbered year county elections and conducted under Colorado election law (Articles 1-13 of Title 1).

• Candidates must file nomination petitions requiring 25 signatures from districts with fewer than 1,000 residents or 50 signatures from larger districts, submitted 67 days before the election.

• Elected trustees serve four-year terms, except the initial elected board where a majority serves four-year terms and the remainder serve two-year terms, with vacancies filled by board appointment until the next election.

• If voters reject the election proposal, trustees remain appointed by legislative bodies in accordance with existing law.
