Repeals the prohibition in Colorado law that prevents concealed handgun permit holders from carrying firearms on public elementary, middle, junior high, or high school grounds.

Removes existing exceptions that allowed only school security officers and vehicle storage as alternatives for permit holders on school property.

Updates Colorado Revised Statutes 18-12-105.5 to reference "Article 12" instead of specific section 18-12-214(3) regarding unlawful weapon possession on school grounds.

Includes a safety clause declaring the act is necessary for the immediate preservation of public peace, health, and safety.
