Prohibits common interest community associations from banning xeriscape or drought-tolerant vegetative landscapes on property for which a unit owner is responsible, including limited common elements.

Allows associations to adopt and enforce design or aesthetic guidelines that regulate the type, number, and placement of drought-tolerant plantings and hardscapes.

Declares restrictive covenants or association rules prohibiting xeriscape or drought-tolerant landscapes contrary to public policy and unenforceable.

Extends water conservation requirements to special districts, declaring their rules prohibiting xeriscape or requiring turf grass unenforceable, except when in direct conflict with subdivision regulations.

Specifies that the bill's provisions do not supersede county, city, or municipal subdivision regulations.
