Repeals obsolete statutory provisions from the Colorado Department of Public Health and Environment related to facility building regulations and fire safety authorities that were transferred to the Department of Public Safety under House Bill 12-1268.

Amends Section 25-1-108 to remove outdated provisions concerning rules and standards adopted prior to February 21, 1947, for nursing home building regulations and fire safety.

Modifies Section 25-1.5-103 to clarify that the Department of Public Safety (rather than Department of Public Health and Environment) oversees life safety code requirements for occupancies contiguous with acute treatment units.

Changes "shall" to "must" in statutory language regarding occupancy services for acute treatment unit clients and fire safety separations.

Takes effect August 2, 2019, unless a referendum petition is filed, in which case it becomes effective only upon voter approval at the November 2020 general election.
