Requires the Joint Budget Committee to conduct annual zero-based budgeting reviews of 2 principal departments starting in fiscal year 2020-2021, with each department reviewed once every 10 years.

Defines "zero-based budgeting method" as requiring all expenses (existing and new) to be justified for the fiscal year and analyzing every department function for its needs and costs.

Makes zero-based budgeting reviews an exception to the Joint Budget Committee's standard budget review process established in July 2004.

Requires the Office of State Planning and Budgeting and reviewed departments to provide the Joint Budget Committee with any additional information needed to complete the reviews.

Directs the Joint Budget Committee to make appropriation recommendations to the appropriations committees of both houses based on the zero-based budgeting reviews.
