Eliminates the restriction that a public hospital board of trustees may not include more than four residents from the city or town where the hospital is located.

Allows a public hospital board of trustees to unilaterally acquire real or personal property by lease without approval from the board of county commissioners if the board has designated the public hospital as an enterprise under Section 20 of Article X of the state constitution.

Clarifies that board membership consists of seven trustees chosen from county residents who are not elected or appointed state, county, or city officials.

Limits membership to a maximum of one licensed physician at any given time, while allowing boards to operate without requiring a licensed physician.

Takes effect 90 days after final adjournment of the general assembly (August 2, 2019), unless subject to a referendum petition requiring voter approval in November 2020.
