Requires students enrolled in special education services to be counted in graduation rates for the school year in which they complete minimum graduation requirements, effective beginning in the 2020-21 school year.

Applies the counting requirement to graduation rate calculations at three levels: individual public high schools, school districts and charter high schools, and statewide.

Clarifies that the measure does not limit students' rights to free appropriate public education under the federal Individuals with Disabilities Education Act, Colorado's Exceptional Children's Educational Act, or other applicable federal or state law.
