Repeals subsection (1)(h) of Colorado Revised Statutes 25-1-108, eliminating the requirement that the State Board of Health comply with section 24-1-136.5 concerning preparation of operational master plans, facilities master plans, and facilities program plans.

Removes the requirement that the State Board of Health prepare these plans as if it were the executive director of the Department of Public Health and Environment.

Declared purpose is to repeal obsolete statutory provisions relating to the Colorado Department of Public Health and Environment without altering the scope or applicability of remaining statutes.

Takes effect at 12:01 a.m. on the day following the 90-day period after final adjournment of the general assembly (August 2, 2019, if adjournment is May 3, 2019), unless subject to referendum petition approved by voters in November 2020.
