Repeals Article 50 of Title 25 of the Colorado Revised Statutes, which required the Department of Public Health and Environment to test substances claimed to treat cancer.

Eliminates statutory provisions requiring the department to investigate and test drugs, medicines, compounds, or devices purported to have value in cancer diagnosis, treatment, or cure.

Removes requirements for the department to hold hearings, issue cease-and-desist orders, and seek injunctions against entities making unproven cancer treatment claims.

Takes effect 90 days after final adjournment of the 2019 legislative session (August 2, 2019), unless subject to a referendum petition that requires voter approval in November 2020.
