Amends Colorado Revised Statutes 42-4-604 to require traffic control signals to cycle yellow before cycling green, in addition to the existing requirement to cycle yellow before cycling red.

When a steady yellow or yellow arrow signal immediately follows a red or red arrow signal, it alerts vehicular traffic that the red indication is being terminated and green movement will begin immediately thereafter.

When a steady yellow or yellow arrow signal immediately follows a green or green arrow signal, it warns vehicular traffic that the green movement is being terminated or that a red indication will be exhibited immediately thereafter.

Extends similar requirements to pedestrian-control signals, advising pedestrians that the time to cross the roadway will soon commence when a yellow signal follows a red signal.

Takes effect July 1, 2023, subject to referendum petition procedures and voter approval in the November 2020 general election if such a petition is filed within 90 days after final adjournment of the general assembly.
