HB19-1074 Summary

• Exempts Colorado from observing daylight saving time, making United States Mountain Standard Time (MST) the standard time year-round for the entire state and all political subdivisions.

• Removes the current requirement to advance time one hour from the second Sunday in March to the first Sunday in November.

• Aligns Colorado's time statute with the Uniform Time Act of 1966 by exempting the state from the federal provision requiring annual time advancement.

• Takes effect November 4, 2019, unless a referendum petition is filed within 90 days after final adjournment of the general assembly, in which case the measure must be approved by voters at the November 2020 general election.
