Adds section 24-80.1-108.5 to Colorado Revised Statutes requiring landowner consent before properties are listed on the National Register of Historic Places through a multiple property documentation form.

Requires applicants to obtain written consent, evidenced by signature, from each property owner within the documented region who provided information or granted access to their land.

Applies to applications for approval of multiple property documentation forms submitted on or after the effective date of the act.

Takes effect 90 days after final adjournment of the general assembly (August 2, 2019 if adjournment occurred May 3, 2019), unless subject to referendum petition requiring voter approval in November 2020.
