HB19-1079 Summary

• Prohibits state agencies from expending public funds to lobby the general assembly, its staff agencies, or individual members of the general assembly, effective July 1, 2019

• Bans state agencies from contracting with lobbying firms or private entities to conduct lobbying activities on their behalf

• Allows state agencies to employ legislative liaisons who may provide testimony and information to legislators and the public, provided they clearly identify themselves and their agency and do not express personal support or opposition to matters

• Defines "state agency" to include all executive departments, boards, commissions, offices of state government, the governor's and lieutenant governor's offices, and the judicial branch

• Permits elected public officials to express personal opinions regarding matters before the state government and makes conforming amendments to higher education lobbying registration requirements
