Amends Colorado law to clarify that ditch right-of-way easements include rights to construct, operate, clean, maintain, repair, and replace ditches and appurtenant structures.

Grants easement holders the right to improve ditch efficiency through lining or piping, and to enter burdened property for all reasonable and necessary purposes related to the ditch.

Specifies that new rights granted are not construed as limiting other rights in a ditch or ditch right-of-way already created or established by law.

Takes effect August 2, 2019, unless a referendum petition is filed, in which case it becomes effective only if approved by voters at the November 2020 general election.
