Requires the authority to provide notice within 30 days of commissioning a study to determine whether an area is slum, blighted, or combination thereof to any private property owner in that area by regular mail at last-known address.

Notice of determination that an area is NOT a slum or blighted area must be sent within 7 days of the determination to affected private property owners by regular mail at their last-known address.

Applies the notification requirement to either the authority or the municipality, as applicable.

Defines "private property" for purposes of this section as only a fee ownership interest in real property.

Takes effect September 1, 2019, subject to voter approval if a referendum petition is filed within 90 days after final adjournment of the general assembly.
