Exempts earnings from garnishment for individuals whose family income does not exceed 400% of current federal poverty guidelines if the judgment is for medical debt.

Defines "medical debt" as any obligation to pay money arising from the provision of health care services.

Requires writs of continuing garnishment to include notice that earnings may be exempt under these criteria, notice of the debtor's right to object, and a statement that the creditor believes earnings are not exempt.

Allows judgment debtors seven days to resolve exemption issues by agreement with the garnishee before filing a formal written objection with the court.

Takes effect January 1, 2020, and applies only to judgments entered on or after that date.
