HB 19-1093 Summary

• Requires each four-year state-supported institution of higher education to offer fixed-rate tuition contracts for all bachelor degree programs at each campus.

• Fixed-rate tuition contracts remain valid until the earlier of: degree completion, 140 credit hours completion, or 5 years, with advanced placement and concurrent enrollment credits excluded from the hour limit.

• All students admitted to the same class and enrolled in the same degree program must receive the same fixed tuition rate.

• Permits community colleges and two-year institutions to offer fixed-rate tuition contracts on an optional basis.

• Allows students who transfer to another state institution to enter a fixed-rate contract at the rate they would have received if initially enrolling in their entry class year.
