Establishes new supervision requirements for physician assistants based on experience level, including 160 supervised working hours at the same location for those with less than 3 years of experience, with 40 hours required from primary supervising physician.

Requires experienced physician assistants (3+ years) to establish written practice agreements with supervising physicians that define communication, decision-making processes, and include termination provisions with 30 days' notice.

Allows physician assistants with 3+ years of experience to be liable for damages from negligence, except when following direct orders from supervising physicians, and requires professional liability insurance of $1 million per claim and $3 million aggregate.

Increases Colorado Medical Board membership from 16 to 17 members, expanding physician assistant representation from 1 to 2 members and adding one physician assistant member to the licensing panel.

Increases the maximum number of physician assistants one licensed physician can supervise from 4 to 8, but only with explicit physician agreement, prohibiting employers from requiring this as a condition of employment.
