CO HB1103

Prohibits terminating the life of an unborn child beginning at fertilization and classifies violation as a class 1 felony.

Provides exceptions for licensed physicians performing procedures to prevent maternal death (with reasonable medical efforts to preserve both lives) and for medical treatment including chemotherapy or ectopic pregnancy removal that unintentionally injures or kills an unborn child.

Exempts pregnant mothers from criminal penalties and does not prohibit the sale or use of contraception.

Classifies conviction for violating the prohibition as unprofessional conduct for physician licensing purposes.

Takes effect July 1, 2019, and applies to offenses committed on or after that date.
