Grants statewide read-only access to the name index and register of actions for the judiciary department to respondent parents' counsel appointed by the court under contract with the Office of the Respondent Parents' Counsel.

Requires respondent parents' counsel to be paid by the judicial department under contract with the Office of the Respondent Parents' Counsel, rather than through previous payment arrangements.

Entitles former parents named in parent-child legal relationship reinstatement petitions to appointed counsel through the Office of the Respondent Parents' Counsel if they meet income eligibility criteria for public counsel, or they may retain private counsel at their own expense.

Takes effect at 12:01 a.m. on August 2, 2019, unless a referendum petition is filed, in which case it requires approval by voters at the November 2020 general election.
