Expands voting eligibility in special district elections to include nonresidents who own taxable property within the district, if the district board passes a resolution allowing such voting.

Requires nonresident voters to sign a notarized self-affirmation form and complete a voter registration process by the eighth day before an election to receive a ballot.

Nonresident eligible electors may only vote for special district board candidates on the ballot where they are registered and cannot vote on other ballot measures or issues.

Allows special district boards to appoint nonvoting board members who are nonresidents but otherwise eligible to vote, with limits of one nonvoting member for 3-member boards and two for 5-member boards, serving 4-year renewable terms.

Establishes signature verification procedures for nonresident voter ballots and requires the Secretary of State to promulgate rules for administration; the voting provisions sunset July 1, 2029.
