Adds convalescent centers to the definition of "other outlet" in Colorado pharmacy law, allowing licensed convalescent centers to operate pharmacies for patients being treated at the facility.

Amends Colorado Revised Statutes 12-42.5-102 to include convalescent centers licensed under part 1 of article 3 of title 25 alongside ambulatory surgical centers, hospices, and hospital-operated medical clinics.

Also amends Colorado Revised Statutes 12-280-103 with identical language regarding convalescent centers as pharmacy outlets, contingent on House Bill 19-1172 becoming law.

Takes effect August 2, 2019, unless a referendum petition is filed, in which case approval at the November 2020 general election is required.

Section 2 of the act takes effect October 1, 2019, only if House Bill 19-1172 becomes law.
