• Defines "media literacy" as the ability to access, analyze, evaluate, create, and act through various forms of media; analyze reliability of information and sources; and practice digital citizenship including prevention of cyberbullying.

• Creates a Media Literacy Advisory Committee within the Department of Education with 13 members representing teachers, librarians, administrators, parents, students, journalists, and nonprofit organizations, with appointments required by July 15, 2019.

• Requires the committee to produce a report by January 1, 2020 containing recommendations for implementing media literacy into state education standards, teacher materials, legislation, school district policies, and recognition programs for excellence.

• Appropriates $19,816 from the general fund to the Department of Education for the 2019-20 fiscal year to implement the act through content specialists.

• Sunsets the committee and reporting requirements effective July 1, 2021.
