Requires the Colorado Attorney General or designee to organize and provide mandatory annual training for all Colorado Civil Rights Commission members beginning no later than November 15, 2019, and every November 15 thereafter.

Training must be at least one hour in duration and cover the state's obligation of religious neutrality and consistency when considering claims involving freedom of speech or free exercise of religion under the First Amendment.

Legislative declaration cites the 2018 U.S. Supreme Court decision in Masterpiece Cakeshop, Ltd. v. Colorado Civil Rights Commission, which found the Commission violated the First Amendment by failing to remain neutral toward the baker's religious beliefs.

Takes effect on August 2, 2019, unless a referendum petition is filed, in which case the measure must be approved by voters in the November 2020 general election to take effect.
