Extends authority for school districts to include students in pupil enrollment who complete 4 years of high school and enroll in postsecondary courses for the 2020-21 budget year (previously limited to 2018-19 and 2019-20).

Requires the Department of Education to prioritize ASCENT program designations starting in the 2021-22 school year for students meeting three criteria: earned 24+ postsecondary credits by end of 12th grade, scheduled to complete a postsecondary certificate or degree during the ASCENT year, and enrolled in a high-demand postsecondary program.

Directs the concurrent enrollment advisory board to consult with the Department of Higher Education, Department of Labor and Employment, state higher education institution governing boards, and local education providers to develop implementation guidelines for the prioritization requirement.

Guidelines must include criteria for determining which postsecondary certificate or degree programs qualify as high-demand in Colorado.
