• Allows mental health professionals who are respondents to dismissed complaints to access records held by their licensing board and the Division of Professions and Occupations.

• Requires the board and division to redact client names, service recipient names, and any information identifying individuals including the complainant or witnesses before providing access.

• Creates exception to Colorado's open records law exemption for dismissed complaints, permitting respondents to review information about actions arising from complaints filed against them.

• Takes effect August 2, 2019, or later if subject to referendum petition requiring approval by voters at the November 2020 general election.
