Creates a "green alert program" implemented by the Colorado Bureau of Investigation to notify the public when a veteran or active military service member with a service-related physical or mental health condition goes missing or is at imminent risk of self-harm

Requires local law enforcement agencies to verify that a person is missing and meets criteria (unknown whereabouts, Colorado domicile, service-related health condition or imminent self-harm risk) before notifying the CBI

Directs the CBI to confirm information accuracy and then issue green alerts to designated media outlets, including recovery information and instructions for the public to contact local law enforcement

Mandates the Department of Public Safety executive director to promulgate rules covering verification procedures, confirmation processes, media reporting protocols, and definitions of "clear, identifiable proof of imminent risk of self-harm"

Takes effect August 2, 2019, unless a referendum petition is filed, in which case it requires voter approval at the November 2020 general election
