Permits the Lieutenant Governor to serve concurrently as Director of the Office of Saving People Money on Health Care within the Governor's office without forfeiting the Lieutenant Governor position.

Declares that holding both the Lieutenant Governor office and the Director position simultaneously is not incompatible, inconsistent, or in conflict with the duties of either office.

Allows the Lieutenant Governor to receive additional salary equal to the difference between the Director's salary and the Lieutenant Governor's salary if the Director position pays more.

Appropriates $12,423 for fiscal year 2018-19 and $74,537 for fiscal year 2019-20 to the Governor's office for administration purposes.

Includes a safety clause declaring the act necessary for the immediate preservation of public peace, health, and safety.
