Defines "conversion therapy" as any practice or treatment by a licensed mental health provider that attempts to change an individual's sexual orientation or gender identity, including efforts to change behaviors, gender expressions, or eliminate same-sex attraction.

Prohibits licensed psychiatrists, physicians, addiction counselors, and other mental health professionals from engaging in conversion therapy with patients under 18 years of age.

Establishes that conversion therapy prohibition does not include supportive counseling that facilitates coping and identity exploration without seeking to change sexual orientation or gender identity, or assistance for individuals undergoing gender transition.

Classifies violation of the conversion therapy prohibition as unprofessional conduct subject to disciplinary action by Colorado's medical and mental health licensing boards.

Takes effect August 2, 2019, subject to potential referendum petition and voter approval in November 2020; sections 5-8 take effect October 1, 2019 only if House Bill 19-1172 becomes law.
