Expands the definition of individuals subject to confidentiality requirements under section 2-3-103.7 to include employees or individuals in oversight roles with respect to four specific audits authorized by statute.

Grants the State Auditor access to all records, books, accounts, reports, vouchers, and other information for fiscal or performance audits of the Colorado New Energy Improvement District, the State Historical Fund, the Health Benefit Exchange, and community-centered boards.

Permits the State Auditor to access confidential or exempt records that would normally be restricted, including those required to be kept confidential upon subpoena, search warrant, or discovery proceedings.

Limits the State Auditor's access to State Historical Fund records to end upon release of the final audit report by the Legislative Audit Committee.

Requires the State Auditor to determine necessity before accessing personal identifying health information when auditing confidential health records.
