Prohibits retail food establishments from providing single-use plastic beverage straws unless a customer specifically requests one, effective January 1, 2020.

Exempts self-serve straw dispensers, drive-through orders, third-party delivery services, digital/mobile app orders, and prepackaged food with straws already included.

Defines plastic beverage straws as single-use, disposable tubes made from petroleum or biologically-based polymers, excluding straws made of paper, wood, bamboo, or metal.

Preempts local governments from adopting any ordinances, resolutions, rules, or policies regulating single-use plastic beverage straws.

Takes effect August 2, 2019, unless subject to referendum petition, in which case it requires voter approval at the November 2020 general election.
