Expands the definition of "brain injury" to include non-traumatic brain injuries from internal or external sources that are noncongenital, nondegenerative, and nonhereditary, requiring adequate medical history documentation and sufficient severity to produce partial or total disability.

Restructures the Colorado brain injury trust fund board composition by reducing additional appointed members from ten to seven, requiring at least two members with personal or professional experience with traumatic brain injury, and adding at least two persons with brain injuries and one family member as governor-appointed positions.

Requires all individuals receiving trust fund assistance to receive service coordination and skills training as core services, with the board determining additional covered services while ensuring at least 55% of annual trust fund money supports these direct services.

Increases surcharges funding the trust fund: speeding violations from $15 to $20, DUI/DWAI convictions from $20 to $25, and creates new $20 surcharges for certain traffic violations.

Appropriates $450,000 from the general fund to the Colorado brain injury trust fund for the 2019-20 fiscal year and $450,000 in reappropriated funds to the department of human services for program implementation.
