HB 19-1150 Summary

• Creates the Consumer Insurance Council as an advisory body to the Commissioner of Insurance on insurance matters affecting the public, without divesting the Commissioner of regulatory authority.

• Council consists of 6-15 members appointed by the Commissioner, all of whom must be consumers or consumer organization representatives with no conflicts of interest; insurance producers and industry representatives are ineligible.

• Members serve two-year terms with a maximum of three consecutive terms; the Council elects its own Chair and Vice-Chair for one-year terms; three or more unexcused absences may result in removal.

• Council meets quarterly with option for up to four additional meetings per year, operates by consensus, and may submit recommendations to the Commissioner including legislative recommendations; the Commissioner must respond timely to all recommendations.

• Council sunsets September 1, 2029, subject to legislative review under the sunset review process for advisory committees.
