Eliminates the requirement that student members of the State Student Advisory Council for Community Colleges and Occupational Education must be classified as in-state students for tuition purposes prior to election.

Amends Colorado Revised Statutes 23-60-104(2)(b) by removing language requiring student council members to comply with in-state student classification under section 23-7-102(5).

Maintains all other existing provisions regarding state student advisory council membership terms, which remain one year beginning July 1, 1977.

Includes a safety clause declaring the act necessary for immediate preservation of public peace, health, and safety.
