Modifies Colorado Mountain College's authorization to offer baccalaureate degree programs from "no more than five" to "a limited number" as determined by the board of trustees and approved by the Colorado Commission on Higher Education.

Requires Colorado Mountain College to confer with regional education providers to determine the feasibility of cooperative delivery of new bachelor's programs in adjacent localities.

Establishes that when school districts are annexed into an existing local college district, the Commission shall annually consider recommending increased direct grants for at least five years following the annexation to recognize increases in resident enrollment.

Requires the Colorado Commission on Higher Education to consult with the governing board of the affected local college district before recommending any direct grant increase related to annexation.

Takes effect at 12:01 a.m. on August 2, 2019, unless a referendum petition is filed, in which case it requires voter approval at the November 2020 general election.
