HB 19-1155 Summary

• Amends Colorado Revised Statutes 18-3-401(4) to expand the definition of "sexual contact" to include knowingly emitting or ejaculating seminal fluid onto any body part of the victim or their clothing.

• Adds provision that knowingly causing semen, blood, urine, feces, or other bodily substances to contact any body part of the victim or their clothing constitutes sexual contact if done for purposes of sexual arousal, gratification, or abuse.

• Maintains existing definition that sexual contact includes touching of intimate parts or intimate area clothing when done for purposes of sexual arousal, gratification, or abuse.

• Takes effect July 1, 2019 and applies to offenses committed on or after that date.

• Declared necessary for immediate preservation of public peace, health, and safety.
