• Allows ex officio members of the Legislative Council to appoint temporary replacements for themselves at Council meetings.

• Prohibits temporary appointees from replacing the ex officio member at meetings of the Legislative Council's Executive Committee.

• Adds subsection (2.5) to Colorado Revised Statutes 2-3-301 to codify this appointment authority.

• Takes effect August 2, 2019, unless a referendum petition is filed, in which case it requires approval by voters at the November 2020 general election.
