HB 19-1176: Health Care Cost Savings Act of 2019

• Creates the Health Care Cost Analysis Task Force to develop comprehensive fiscal analyses of current and alternative health care financing systems in Colorado.

• Task force comprises 4 legislative members (appointed by Senate president, Senate minority leader, House speaker, and House minority leader) plus 4 gubernatorial appointees and 5 state agency representatives.

• Requires task force to hire an independent, nonpartisan analyst by October 1, 2019 to conduct detailed cost analyses of three health care systems: the current Colorado system, a multi-payer universal system, and a publicly-financed universal system.

• Analyst must submit preliminary report by January 1, 2021 detailing methodology and final report by September 1, 2021 with findings on fiscal costs, coverage impacts, benefits, out-of-pocket expenses, and potential funding mechanisms for each system.

• Appropriates $92,649 to the Department of Health Care Policy and Financing and $7,351 to the legislative department for fiscal year 2019-20; article automatically repeals September 1, 2022.
