Creates Article 53 of Title 25 in Colorado Revised Statutes establishing requirements for automated external defibrillators (AEDs) in public places and public schools.

Encourages public schools and persons who own, operate, or manage public places (enclosed areas capable of holding 100+ people) to place functional AEDs in sufficient quantities for use during sudden cardiac arrest emergencies.

Requires public schools and public places to accept donations of FDA-approved AEDs that meet manufacturer maintenance standards, along with gifts and grants for AED acquisition, inspection, maintenance, and training.

Permits public schools and places to decline responsibility for AED training, installation, or maintenance only if the donating party agrees to assume those responsibilities.

Appropriates $15,000 to the Department of Public Health and Environment for contracting with a nonprofit organization to acquire and distribute AEDs to public places, with the contract to be awarded by September 1, 2019.
