Requires Legislative Council staff to prepare "demographic notes" on legislative bills starting with the second regular session of the 72nd General Assembly, analyzing potential effects on disparities within Colorado.

Demographic notes must use available data to outline how measures may affect economic, employment, health, education, or public safety outcomes across subgroups defined by socioeconomic status, race, ethnicity, sex, gender identity, sexual orientation, disability, geography, or other relevant characteristics.

Four legislative leaders (Speaker and Minority Leader of House; President and Minority Leader of Senate) may each request demographic notes on up to five bills per session, or more at the Director of Research's discretion.

Staff must meet with requesting leadership and bill sponsors to assess whether a demographic note can be practically completed before beginning work; if not feasible, the leader may request notes on a different bill.

Appropriates $89,474 to the Legislative Department for fiscal year 2019-20 to support 0.9 FTE for developing procedures for requesting, completing, and updating demographic notes.
