Requires Legislative Council staff to prepare greenhouse gas emissions reports on legislative bills beginning with the second regular session of the 72nd General Assembly, assessing whether measures will directly increase or decrease greenhouse gas pollution within 10 years of enactment.

Defines greenhouse gas as carbon dioxide, methane, nitrous oxide, hydrofluorocarbons, perfluorocarbons, or sulfur hexafluoride, with reports identifying new emission sources, changes to existing sources, and impacts on sequestration.

Allows the Speaker, Minority Leader of the House, President of the Senate, and Minority Leader of the Senate to each request greenhouse gas emissions reports on up to five legislative bills, with discretion for the Legislative Council director to allow more requests.

Mandates that fiscal notes for legislative measures must indicate whether a greenhouse gas emissions report has been prepared, beginning with the second regular session of the 72nd General Assembly.

Appropriates $81,911 to the Legislative Council for the 2019-20 fiscal year ($76,258 for 0.9 FTE personal services and $5,653 for operating expenses) and repeals this section effective September 1, 2025.
