Adds Article 31 to Colorado Revised Statutes establishing statewide authorization for farm stands to operate on parcels of any size, regardless of local acreage zoning restrictions

Defines "farm stand" as a temporary or permanent structure for selling agricultural products grown on the principal use site, with flexibility to sell products from other locations as permitted by local government

Prohibits local governments from using minimum acreage requirements to deny farm stand operations, though local permitting, licensing, and other applicable laws remain enforceable

Establishes uniform statewide rules to prevent inconsistent application across political subdivisions and promote direct marketing of Colorado-grown agricultural products

Takes effect July 1, 2019
