Amends Colorado statute to allow students who graduate from Colorado high schools to receive state student financial assistance if classified as in-state for tuition purposes, based on confirmation of their student identification number from their school.

Expands eligibility for state financial aid under Article 3.3 of Title 23 to include students classified as in-state for tuition, in addition to existing College Opportunity Fund program benefits.

Modifies verification of lawful presence requirements to clarify that verification is not required for receipt of state student financial assistance at Colorado higher education institutions.

Permits students to receive institutional and other private financial aid programs without lawful presence verification, while maintaining the ability to limit such benefits pursuant to tuition classification statute.

Declares the act necessary for immediate preservation of public peace, health, and safety.
