The Colorado Energy Office shall use the Electric Vehicle Grant Fund to provide grants to state agencies, public universities, public transit agencies, local governments, landlords of multi-family apartment buildings, private corporations, and homeowners' associations for installing charging stations for electric vehicles.

The Colorado Energy Office may use fund resources for administrative costs of providing grants and may grant the full cost of installation or help offset station operating costs in locations where other revenues are not available.

The Colorado Energy Office is authorized to seek, accept, and expend gifts, grants, or donations from private or public sources, which shall be credited to the fund.

Fund moneys are continuously appropriated to the Colorado Energy Office and are no longer subject to annual appropriation by the General Assembly; unexpended funds must remain in the fund and cannot be transferred to the general fund.

The act takes effect on August 2, 2019, unless a referendum petition is filed, in which case it requires voter approval at the November 2020 general election.
