Amends Colorado law to redefine "point of compliance" for reclaimed domestic wastewater used indoors in buildings where the general public can access plumbing fixtures, moving the compliance point to where water is delivered to occupied premises rather than after treatment completion.

Applies changes to three separate statutes covering reclaimed wastewater reuse for food crops, toilet flushing, and industrial hemp irrigation.

Authorizes the state commission to promulgate rules requiring an additional point of compliance for disinfection residual in public-access buildings, provided the rules are based on public health protection determinations.

Establishes that any disinfection residual compliance point must be located between where reclaimed wastewater is delivered to occupied premises and before distribution for use within those premises.

Effective August 2, 2019, subject to potential referendum petition and voter approval in November 2020.
