Allows school boards to hold executive sessions to develop negotiation strategy for collective bargaining agreements and employment contracts, despite existing prohibitions on closed-door discussions of these matters.

Requires school boards to announce the executive session topic with specific legal citation and identification of the matter to be discussed, and obtain a two-thirds vote of the quorum present before proceeding.

Exempts strategy development discussions from the general rule that collective bargaining and employment contract negotiations must be conducted in open public meetings.

Takes effect September 1, 2019, unless a referendum petition is filed within 90 days of final adjournment, in which case it requires voter approval at the November 2020 general election to take effect January 1, 2021.
