Prohibits camping within 100 feet of urban environmentally sensitive areas unless a state or local governmental agency has approved the area for camping.

Requires county and district public health agencies with environmentally sensitive areas in their jurisdiction to conduct and periodically update environmental impact studies including water and soil quality testing.

Mandates agencies adopt and implement environmental mitigation plans to avoid, minimize, and remediate public health risks associated with unauthorized camping.

Allows agencies to apply for funding from Conservation Trust Funds (Great Outdoors Colorado money) to conduct environmental impact studies and implement mitigation plans.

Defines "camp" to include sleeping, occupying outdoor shelters, using heating or cooking devices, and storing personal property; defines "urban" as locations in cities and counties or incorporated municipalities.
