Amends Colorado Revised Statutes 13-3-116 to allow members of the Restorative Justice Coordinating Council to be reimbursed for expenses incurred while serving on the council.

Changes language from "shall not be reimbursed" to "may be reimbursed," making expense reimbursement optional rather than prohibited.

Members continue to serve without compensation (no salary or wages).

Takes effect 12:01 a.m. on the day following the expiration of the ninety-day period after final adjournment of the general assembly (August 2, 2019, if adjournment occurs May 3, 2019).

Subject to referendum petition; if challenged within the ninety-day period, the bill becomes effective only upon voter approval at the November 2020 general election.
